St. Paul mayor's annual "State of the City" address at the James J. Hill Library
St. Paul Mayor Chris Coleman on Monday touted the coming Central Corridor Light Rail line, expanded year-round learning programs for parents and kids, and downtown redevelopments efforts such as the Union Depot, the Lofts at Farmers Market and the Penfield project.
